November 1st there will be a PTR update for Sombra when the Halloween event ends.
You will be able to buy old skins from the halloween event using coins from now on, but you can't get them normally from a loot box.

They should fire whoever was in charge of character design.

Armor soaks up damage x2 so if you get hit 50 hp if you have 25 armor it soaks up that 50 damage. Shields regenerate over time and also heal you over time.
