I don't think it's that bad really. The star generation at max is 100% which is what Kuro and Emiya have that actually lets them generate stars even with arts cards and there are a decent amount of servants that are arts/quick. Blocking buffs is also useful, you can prevent enemies from dodging and other things like that.
