bursting shot still scales with mastery, so its not the worst thing. the boots and belt are just really good so it looks bad in comparison
at least bursting shot doesnt remove dots anymore

it's not shit it's just that stormbringer procs so often that there's no reason to use anything but stormstrike
It makes bursting shot your most damaging aoe skill. You still use it in mythic+ even without this to move uninterruptable casters on certain affixes so it's not the worst lego in the world.

Wouldn't this strat work against any raid boss with negligible aoe damage or no peculiar mechanics? Enrage is no issue since you can summon at no cost and no CD another meatshield, it's just a huge test of patience.
