Then in that case I would say the issue is that some script in using skills is called by skill itself, which the enemy AI doesn't need, so it never gets assigned to enemy only skills. Might have something to do with Skill Affinities, because SMT games have never been programmed like that before.
But regardless of my piss poor programming skills coming up with stuff that is probably wrong, it's definitely not something can be worked around with save editing.
