I don't know, I've never played a hunter. I try not to play the classes that I feel are ruining TBL; in my opinion that's Hunter, Dragoon, Kabbalist and Inquisitor. My understanding is that both of the skills (coursing, retrieve) do this and you can rotate the two of them for a very high or permanent uptime.
It's incredibly frustrating when they just choose to ignore Fade. Fade counters it sometimes, but the cooldown/uptime issue can't compete with how readily available coursing/retrieve are.

Yep. I made this build to be the best anti-CC it could be; oracle for level 1 debuffs, bloodletting and mask for 2-3, can remove level 3 debuffs and wipe raise from the game. Can't stop 2 circles of hunter, though.

Coursing and Retrieve both have like 15 second cooldowns and last a long time, both do full disables and you can alternate both. It completely disable ONE character, while you do nothing against everyone else. It's balanced that way, but when it's 2x2 it's really OP. Hunter's usefulness goes out the window with more enemies on screen, though.
Anything that isn't 1x1 and Hunter is meh. It's not even OP compared to msot Cleric builds.
