He's the example of a person with crazy raw talent but without the passion to pursue that talent One cool thing they COULD do though is have him moonlight as Saiyaman and help Krillin catch petty criminals.

I feel like the justification there is that, at the time, the only technique they had that could stop Raditz was a lethal one. Goku didn't even have Kaioken yet. By the time they got to Freeza, though, their skillset was larger, and so Goku saw a fight to submission as a possibility.
