Headcanon wise she got it after visiting the year after Namek to see how things were going unauthorized by the Time Patrol, only to find out that Frieza was still alive, believing that Goku had failed she flipped out. Time Patrol Trunks eventually stepped in and the two had a little bout, Trunks not trying at all and defeating her (while his past self took care of Frieza). Eventually calming her down and explaining that Goku was still alive and that he killed Frieza and King Cold.
Appropriate song I feel, gotta enjoy my autistic headcanon.

After fighting alongside Goku, Vegeta and everyone else throughout the storyline, Seras finally 'snapped' when she was forced to fight her father (XV1 Patroller) and her leeched power caused her to rocket up to SSj3 at first. Headcanon-wise, her fight with Towa afterwards had her trying to tone down the energy drain and by Mira's final battle, her determination and skill with combat allowed her to optimize the form into Future Super Saiyan while still packing the physical power to not even need SSj3 at that point. youtube.com/watch?v=OpTE38DoY4k
