How safe is it to use CE in dark souls 3? Just need to add some materials to upgrade weapons.

Adding materials should be okay as long as it's in small amounts and you take every single precaution necessary. Don't be adding 99 titanite slabs all in a single drop. I also always make sure the last item i pick up before i quit and go back online is one that i got from the actual game world, and not CE'd.
I've been using it since release, and was just using it last week, and I haven't been hit yet.

In Dark Souls 2, I just unlocked Steady Hand McDuff, I'm a melee-faith build and already have my terrific Heide Sword. Do I want to boost it with a Boltstone I have for extra lightning or do I want to do something else, like Fire, because even if it does a little less damage it'll still be ok vs. stuff with lightning resist?

It's weighty and physical, so probably like getting hit by a wall of water that has some force behind it.

Yeah you can Backstab her all three stages, fully charged GH 2HR2's also knock her down. The twin axes from the Winged knights can infinitely stun lock her.
