I don't think anyone minds the reruns too much if its handled right. Halloween Liz 2015 rerun was just a small thing to do for players who missed out last year since it was an early on event, it didn't take the place of another event, had good grinding spots, it was up for a week before the new event happened while it was still going. Gave out free apples, and they didn't try to force the event to go by the same rules as last year entirely since they just left the timed quests up.

It was just kind of a bonus thing for people that wanted it, which is good.

This event; its questionable since I'm not sure it is a bonus that's happening right before another event starts just yet. They're locking out content and putting users on a time-table to grind. This should just be a thing they throw up like "We're still going to be doing other events while this is going on, but here's this as well".
