The Legion is nothing but a large slave army that has no civilian structure, and is bound to quickly collapse because no one follows Caesar's ideals, the only follow the man. And once he dies they will tear eachother apart in civl war over the throne.

NCR is at least trying, but falling short. Legion is just raping and pillaging and will burn themselves out even if Caesar was immortal. House just wants his little slice and won't affect anything in the grand scheme of things.
NCR really is the lesser of all the evils. Yes, they will fall, but they will out run everyone before doing so.
I'm not following. They're only real comparison is their outlook on technology. While the Legion shuns it and seeks to destroy scientific advancement, the Brotherhood all but idolize it and seek to horde it. BoS is small, Legion is... well Legion. BoS have nearly no outside recruitment and are almost entirely dependent on succession (and hiring playing characters) while the Legion is running around swallowing entire cultures and adding them to their ranks. BoS has a fairly wide command structure with multiple splinter groups, one leader dying wouldn't even bring down their specific sect. The Legion is entirely reliant on their Lord-God-Emperor Caesar, him alone dying would cast the entire Legion into chaos.
So pretty much outside of going after others for technology, they have no commonality.
The additional Legion locations would have had more traveling non-Legion residents of Legion territories. The Fort and Cottonwood Cove made sense as heavy military outposts where the vast majority of the population consisted of soldiers and slaves. The other locations would have had more "civilians". It's not accurate to think of them as citizens of the Legion (the Legion is purely military), but as non-tribal people who live in areas under Legion control. While Caesar intentionally enslaves NCR and Mojave residents in the war zone, most of the enslavement that happens in the east happens to tribals. As Raul indicates, there are non-tribal communities that came under Legion control a long time ago. The additional locations would have shown what life is like for those people. The general tone would have been what you would expect from life under a stable military dictatorship facing no internal resistance: the majority of people enjoy safe and productive lives (more than they had prior to the Legion's arrival) but have no freedoms, rights, or say in what happens in their communities. Water and power flow consistently, food is adequate, travel is safe, and occasionally someone steps afoul of a legionary and gets his or her head cut off. If the Legion tells someone to do something, they only ask once -- even if that means an entire community has to pick up and move fifty miles away. Corruption within the Legion is rare and Caesar deals with it harshly (even by Legion standards).
In short, residents of Legion territories aren't really citizens and they aren't slaves, but they're also not free. People who keep their mouths shut, go about their business, and nod at the rare requests the Legion makes of them -- they can live very well.

The BoS are efficiently the Legion is the Legion was actually built sensibly.
The BoS, like the Legion, are a cult, but unlike the Legion, the BoS are an actual cult of ideals, following the ideals of Roger Maxson, rather then the man himself(not that they dont revere Maxson OFC)
This cult like mentality gives them a near single minded focus, with very little internal problems that amount to anything, and has allowed them to drive themselves to be the single longest lasting faction in the post-war world.
The BoS are also like House, in that they will leverage the greatest of technologies to give them a nearly unmatched advantage over all enemies, but unlike House, who sold his humanity for technology, the BoS know where to draw the line, keeping themselves human, and able to sympathies with people, in the process.
The BoS(at least the Midwestern and Maxson branches) are also like the NCR, in that they are nation builders who know how to use something other then pure force to get people to ally with them.
Unlike the NCR however, the BoS does not force the towns/settlements it allies with to follow a strict set of rules, and generally lets people do whatever they want, avoiding the civil unrest problem the NCR has.
The BoS's cult based organization also eliminates most of the corruption problems the NCR has as well.
the Midwestern and Maxson BoS are, in many ways, effectively the perfect fusion of the NCR, House, and Legion, which is probably why they have lasted so long with such few problems.

That is probably why there was so much art during development that paired the minutemen and the BoS made by Bethesda staff.

The drugs will wear off by then.
How most people do it is take all those Charisma increasing drugs, go to a settlement, and send everyone there to the settlement you want to increase the cap of.
With Combat boots + shirt combo and all Sharp legendary armor + those drugs listed, you could get CHR up to 40 iirc. One of the DLCs might have added more CHR increasing stuff, like the Nuka-Mixes. Not sure.

Yes. You can make unlimited robots but they count towards the cap. You can have 20+ settlers and make loads of robots, you'll just have a really high cap.

Well the SS never even had a chance to raise him anyway. For all the trouble you go through for muh Shaun, synth Shaun doesn't really seem to do much in the game other than ask questions and break apart telephones you give him. I suppose thats normal behavior for a kid, but would have been neat for him to have personal quests like telling him the truth about Kellogg and his mother...or even telling him he's a synth. I figure he's bound to find out eventually especially if he doesn't age.
