That's the problem. If German BBs are already very strong, then Russian BBs are bound to be even stronger, which is something the game doesn't need.
What the game doesn't need either are more paper lines instead of lines from actual navies.

Also, if we don't see a French BB line in 2017, then there's even less hope of an Italian BB line anytime before 2018 or even 2019.
