I guess Mai didn't really know how to deal with Shiori, so she just treated her as a friend. It was pretty obvious that Mai wasn't romantically interested in her so it's not as if she was sending any mixed messages to her.

At least Shiori's story did get a climax where she chose Mai over her family and put her life in the line in order to save her, so she had a nice character arc.
