Not that guy, but you can't even use Pendulum Call if you use Black Fang's pendulum effect first. And even then you really want to use Black Fang after you've used all your other cards. It's your combo extender. The card you use to continue doing plays using your spent resources. And if you do your other combos first, they will include at least one pendulum effect locking you out of Black Fang. And if you use Pendulum Call before Black Fang, then Black Fang can no longer destroy itself and you've locked yourself out of your best combo extender.

It's piss easy to make use of tune magician even without pendulum call because like half the deck can search the little gal, and you even have searchers for the searchers that can search her. If anything pendulum call gets in the way of tune magician since it makes using the pendulum effects a bitch since it gets in the way of both black fang and to a lesser extent oaf among others.
