Evil Whirlwind USED to be the strike version of all clear, ignore the previous poster. EW got nerfed to shit in XV1 and all those nerfs carried over to XV2.

You see, Evil Whirlwind used to be invencible during the animation. I dont mean Super Armor, i mean it literally made you immune to everything. Back in XV1, it was a faster and safer, but weaker All Clear.

It got nerfed eventually, and with the XV2 buff to All Clear that allows you to use it while blocking a move, Evil Whirlwind fell off.

Maybe All Clear always had the guard mechanic, but nobody knew about it, so eveeyone flocked to Evil Whirlwind.

Most ults can be used from stamina break, but the easiest are probably Super Kamehameha, Final Flash, and Turles' mentor ult.
Final Emperor if you're a gimmicky fuck.
Giant Blast if you're a cancerous fuck.
