Saddam really couldn't defeat the US at all. The most he could have done was inflict casualties to a degree that would have been considered politically unacceptable, causing the US to draw back its forces. This obviously did not occur. Not even close.

But saddam was lying about the slant drilling. The undercutting factor, on the other hand, was a far more legitimate casus belli. The Kuwaitis were underhanded about the whole thing, though rather understandably. The US only acted like it did because people got butthurt about it. International community doesn't react = US doesn't intervene
