Here are some observations about Punisher Drive that I've noticed. Keep in mind I'm checking this in training mode with Gogeta but it should apply to CaCs too.

First of all, the backhit only seems to happen if they move far enough forward before activating. If you are close to them when they use Punisher Drive, the last hit will not happen and you can backhit them. If they use it while in your face, feel free to move close during the startup and just block, then backhit them when it's over.

Second, once you've been tagged by it, there's no escape. Even if you perfect block and jump out, it will instantly follow you and hit you again, so don't waste your time trying to do that. I also don't suggest trying to step vanish it because it has a pretty good radius and if you're close, it will tag you.

My two most consistent ways to deal with it (in training mode, mind you): 1) If used at a range you can't avoid, try to get closer if you can, and block. If you got close enough to avoid the last hit, you can punish them freely. If you didn't or aren't sure, keep holding block and vanish as the attack finishes. You'll avoid the last hit and should be able to punish them as long as you have 1 bar of stamina. Obviously, perfect blocking makes this cheaper on your stamina because you'll avoid taking stamina damage from guarding a few extra hits.

And 2), if they use it at medium to long range, boost dash away and to the side, and then around them. If you get caught by it while boost dashing, sometimes the attack will fail to hit you even if they disappear. If you manage to avoid it entirely then there's a nice long recovery animation where you can fly in and punish them as long as you aren't too slow.

If you get hit, though, enjoy eating that Mystic Flash.

42 (6 bars) or 84 (7 bars) into stamina depending on QQ bang and your stamina preference
rest into whatever
take 2 points away from strike or basics, if you decide to go with 84 stamina
it's only a suggestion and you can put some points into max ki for example
