My dad did this, he was a dick the whole time until I proved myself. He thought I was constantly completely out of money because I always told people I was broke, but one day he was irritated with me and asked me how much I had even bothered to save for a car. I have had no greater satisfaction in my life than seeing the way he completely deflated when I told him I had five thousand dollars. Seeing him go from mad to 'I have made a huge mistake' in one second was so delicious.

I would raise him much like I was. Basically force him/her to save about 80% of all allowance/birthday/Christmas money in a bank account until they're old enough for a car. In 15-16 years they should have enough to buy a decent older car. This doubles as a lesson to show the money they thought was a lot since it was their life savings is nothing. If they want better things in life they better save money.
