Even if it's a stock atlas or one that has full armour + "quirks," it'll die before slower, better equipped mechs can get to it.
An arctic shitter pumps out 36 damage each alpha, it can do this thrice in a row before having to cool off.
A stock atlas has 28 rear CT armour, and 62 structure, with an added +31 structure from current quirks. That's a total of 121 hitpoints from the rear.
So an arctic cheetah needs to do 4 alpha strikes to kill the VIP if it's a stock atlas. Locust needs 5 and 1 extra small pulse laser shots to kill it off.
Something like a 12 c-SPL nova or stormcrow? Two alpha strikes and it's gone. Pakhet huntsman with the SRM 80 bomb? One and a half direct alpha strike hits to the CT rear.

C-bills can be used to purchase skill nodes but at a slightly higher price than with XP.
Re-specialization costs c-bills, and then you have to re-purchase those previously bought skill nodes.
Re-specialization bought with MC allows you to retain those skill nodes and merely re-position them.

ERPPC's are always worth it, purely from a tonnage/range/damage ratio.
Regular PPCs, however, will never, ever be useful. Honestly I believe that regular PPC's should be no-travel time lightning zaps to compensate for being massively inferior in every regard. Especially when they have MWO's min-range.
