I did try clearing the cache and I am using the steam version. I didn't make a new HPM installation. I'm not sure how to check the checksum, but I'm using the 3.04 beta in case that's relevant.

Your vanilla checksum is wrong.
Do it again and see what's the checksum, first time you run the game it will show a different checksum and then it will normalize.

It's not of any patch I remember too so chances are there's something wrong with your installation.

I launched the game 4 times and eachtime has been a different checksum. I remember WNVU and WLUM being among them.

They'll be part of your Empire and you'll pay them as any other bureaucrat, but if they're from a different culture they'll literally not help you with anything.
