Soldier is the most average character possible. He's the most well rounded but right now he's not the best being that either. He's fallen mostly on the "ok" tier. He's not great but he's not bad.
What he needs above all else is 50 more health or 25 armor. SHIT Pharah needs 50 armor and 76 needs 50 more health, actually. It'd make him incredibly balanced but slightly more durable. Also ends anymore one-shots from a roadhog hook and shot.

Those are terrible balance ideas. Soldier is definitely not average, he's actually pretty good ever since the damage buff. Now combined with Ana's ult he can be pretty scary in the right hands.

He's the best DPS hero in the game right now. Look at any high skill rating game and there will be instalock S76 on both sides. He melts Reinhardt's shield, he melts peoples faces with insane consistent long range damage, and his ultimate works very well with Ana (especially now Rein is a crap target). He's the meta DPS slot right now.
Then explain to me why McCree is wildly more viable or why comps don't see consistent use of 76 but they do every other DPS character.

Soldier 76’s damage buff has brought him back on top of the Overwatch DPS pyramid, pushing out McCree and Reaper due to his superior effective damage range. Good luck getting close enough to the “new” Soldier 76 as a Reaper or McCree, a good Soldier player will simply back up and pick you off from distance. Both Roadhog and Soldier 76 work best from behind cover, and Reinhardt has moved up in usage to fill that role.
The results don't lie, this is objective data compiled from dozens of matches of the best players in the world, not personal opinion.

Honestly? Torb just needs his turret to deploy at full HP with maybe +50 HP to level 1 turret. Keep the arming time on the turret, but have it spawn at full HP so it doesn't get instantly deleted by random fire.
When we're discussing how "strong" a character is, we're talking about their potential skill ceiling, since that's the only objective measure of comparison. We all have different conceptions of what an average player is, or an average game. I'm in master atm and S76 is locked in every game because at our SR he is by far and away the best DPS, since people can aim properly.
Maybe in platinum and below people do better with other DPS heroes, but is that an indication of how strong the hero is? No, it's not, it's how well they're using him, not the objective measure of his full potential.
The pros set the meta and figure out who the best heroes are through trial and error, and evolution.

Give him an ability to lower his welder's mask. It reduces vision greatly but it prevents headshots and adds some resistance.
Torbjorn is a castrated engineer. I can understand why he doesn't have the teleporter or dispenser equivalent in overwatch, but his turret has a very low dps is extremely easy to counter.

You understand that the meta is set up for consistent average usage, not topend usage. That's like stating a bell curve defines your standardized scorer.
It is OK to measure a standard by the top end, but that creates too much flex in the middle doesn't provide a standardized score.
Seeing results from the baseline and not the top end is what creates balance. Shifting ability and design from the best players on the planet is catering to a niche group and not the standardized pattern… The standardize pattern does not necessitate the average player but the standard consistency.

56 DPS is not insignificant when it has 100% accuracy, instant targeting, very long range and no drop off. With Molten Core it's 126 DPS.
