Cooldown needs to be frozen as long as sniper stays in the tower. Also needs like a 2 second mantle time to get in and out of.
Most of the time would be a meme item but it could be super duper strong lategame especially if there's an Alch on the team.

You mega a seven slotted Aghs sniper and he just hides in the tier 4, puts his boots in stash and buys another damage item. Literally unpushable.

The way you can change from sub machine gun to artillery rifle. Attack twice as fast for half damage at half range or twice as slow for increased damage at a fixed point.

He's still kinda good early game if he gets a good lane match up. If there was a really cheap cost effective item like echosaber for ranged heroes, he would be a lot better.
