Outside of the fact that because you can't get rid of them, it lets you not have to keep a Kongo/Myoko in your port if you want to play them and you can free up the port slot if you're low on them.

I don't have it either, but it took something like a week or two to get that free 'I voted' flag too, so I wouldn't be surprised if they're just slow getting them out.
