It's near enough instant, and you're almost guaranteed to get the second bolt off before it gets killed. It's not smart about targeting however, it will only zap the closest unit so you can't just lay it on creep waves and hope it harasses the heroes, it won't.
Mostly you use it for snap area denial or to punish people who run away, or often your ult fails to get a kill so this seals the deal.
Its not linked to any pre-existing ones either, so with Octarine you can overlap CDs and with Refresher that's two at once if you like. They can be in the same location, or separate, it's up to you.
It's also a 50 second scouting tool, and can be used to delay pushes across the map by zapping and creeps and also causing them to slow down and kill it.
Zeus has gone from having one of the worst upgrades in the game to one of the most interesting ones. Global nuke wards is the most "dota" thing I can imagine.
