I don't disagree that Rukia herself will do less damage than revo Shiva at full multiplier, but I don't believe a good Rukia team will do less (or even similar) damage to a good revo Shiva team overall.

Doing the math, it depends on how many sparkles you give rukia

With 8 combo 2 prong matches both prongs sparkle, rukia does more damage

With 2 sparkle per prong and both prongs sparkling on Shiva, they do equal damage.

Just depends on how generous you are since rukia doesn't have an enhance active

Her multiplier is literally twice Shiva's. You can put prong subs on her team and have a big spike or you can use more utility since you don't need to worry about awakenings for SLR or damage.
