Toyota sells the trucks to people, who sell them to people, who sell them to different people, and they in turn sell them to other people, and then ISIS has a fleet of shiny Toyotas

Because Toyota doesn't really have any way to control if one of the certified dealers (or multiple) decide to boost their sales figures and make money on the side by supplying ISIS with vehicles.

There's basically two ways how terrorists get Toyotas.

For Afghanistan its simple. An Importer in Pakistan buys used Toyotas from Japan then sells them on the second hand car market.
Imports of used vehichles are extremely common because Pakistan is RHD like Japan.


For ISIS its more complicated. Some they buy off the local second hand market, and some are privately owned by group members bought through regular dealer networks.

But I suspect you're talking about those videos where they have a long line of hundreds of brand new LandCruisers and Hilux that only could have come from a single fleet purchase.

ISIS do not order those cars directly from Toyota like a dealer does.

There shell companies headquartered in funny places that buy arms, equipment and vehicles from the manufacturer and sell them to other companies around the world.
It is not illegal. And these companies are not actually selling to ISIS, but they are the point where Toyota lose track of their cars.

Basically a middleman between the manufacturer, and the local/regional importer or distributor in Doha or wherever.

An ISIS affiliate business then makes a straw purchase on behalf of ISIS from the local importer in Doha, Casablanca, or Tripoli.

Sometimes the shell companies sell directly to Governments or Government Contractors.
Sometimes they ship the equipment directly from Toyota, to the buyer.
Sometimes the company takes delivery and modifies the vehicles on order. Usually paint, crash bars, extra lights, off road tires, winches and mounts for weapons.

An example of one of these shell companies is "Toyota of Gibraltar". They even have a website because they are for all intents and purposes a completely legitimate company.
But there are dozens of others in Cyprus, Malta, Hong Kong, Tenerife, Mallorca etc that operate on a similar principle.
