I don't know what Time Eater did in SeHa besides fuck with history, though between the other two I'd say Kurome has a bit of the edge. Rei managed to take over Planeptune for awhile, Kurome managed to overthrow all four CPUs with the Shift, managed to capture and brainwash the CPUs, and the normal ending shows that if the reconciliation in the True Ending didn't happen, her final plan would have successfully ended with either Uzume dead, which was one of her goals, or with Gamindustri destroyed by monsters.

The only good Sonic games are the original one on Megadrive.
