Yeah. Tournament format and meta are a different beast from ladder.
It does mean you can run more wacky decks though. Earth Rune sees a lot of play in JP tournaments even though it's considered shit on their tier lists because it messes with people expecting DShift and can counter problem match ups for deck 1s.

Two Levi blasts already puts you down to 14/20. If he ever gets an attack in, that's 10/20 right there. That's not counting the Angelic Snipes and Magic Missiles. Plus, depending on the variant they can cycle and spellboost way more freely when they don't have to contest the board
