I've been playing since S2 and I can't remember a time where Underworld TF was banned from regular play. Competitive yes, no shit and I remember them specifically changing his W to show the card colours. But never him actually being unplayable in ranked. I've played against his pre-change form in ranked before, I know that for a fact because I have played ranked exclusively since S3.

There's no reason to not have the winter map in ranked.

It´s imposible to play against her, who thought it was a good idea to give a stun and a slow on a champion that does hybrid damage.

It actually is, though. Before her first rework, she was okay but never really competitively viable since she fell off so hard by mid-lategame, and she had no waveclear to help in tower sieges. When they gave her the ability to max W first because of how mimic damage worked, she instantly became pretty fucking cancer.
