The smash hitbox is less intuitive and replaces the analog stick with a shit ton of buttons. Nobody actually wants to play on the abomination, but learning it could give an advantage. Also, since smash actually uses analog inputs unlike traditional fighters, it makes sense to use the GameCube controller
All controllers are allowed by default and tournament organizers then ban controllers which they see can cause problems or give advantages.
The same controller you're talking about for Smash has been legal for years in the FGC.

atm I don't think there are any banned controllers. When the hitbox first came out there was some drama cause they could hold both directions and block everything but that got fixed and nobody who uses it does anything anyway.
there was also drama about two years ago cause people were adding extra buttons to sticks but they got over it
I honestly don't know since I don't play tournaments, but I think as long as it uses a regular stick and normal buttons they wont care much about your layout.
It honestly just the melee community having problems with the hitbox cause it makes hard to do inputs too easy
