General Motors has a competing system called Super Cruise, and they are confident enough in it that they are going to have driverless Bolts hailable via the Lift App in Ann Arbor next summer.
The point is that the tax break is going to run out before existing preorders are completely filled and that Tesla has admitted that they are going to fill orders weighted by location and price.

So all the Tesla 3s that will be eligible for the tax credit will be well equipped dual motor cars in California. No one looking to spend $27500 on an ace of base Model 3 is actually going to get to buy a Model 3 for less than $35,000, especially if they live on the East Coast.
