One player's hand is already visible when spectating. The only difference if both were visible is that both players could cheat, which is arguably better than one player being able to cheat and the other one not able to do anything at all about it.

In the first place the scenario is ridiculous since you can't spectate a game unless you were invited to spectate it or it's being streamed somewhere in which case, it'd require the tournament hosts not having any preparation for it and we'd still need to refer back to the whole one-sided thing.
