The effects are retroactive so you can cast them in either order. It is better to use 3 first because the animation rolls with 2 better.

It's better to cast one then cast the other when it's halfway done, that way you have 30s+ to pick up an energy orb for econv in between.

Finding a real Serration is less than half the journey. Then you actually have to afford all the credits and endo to upgrade the real one to max.

Be patient and taters, forma, and exilus adapters will come to you via invasions, gifts of the lotus and sortie rewards.
You might still wanna buy blue taters, seeing as you'll be needing a fucking mountain of them, but you everything else you should almost never buy.
