Rice is better but.. Its really expensive There is UH which is a good school depending on what you're studying. A&M is a out of the city and thats a good school too. UT Austin is a great school.
Every city has its advantages. Houston has great food, cheaper rent, more things to do than Austin since it's a large city. Most of Houston is a flat plane so you have to go drive an hour away to find nice roads to do some aggressive driving. Gas is cheaper in Texas but you'll find it to be a little more cheaper in Houston. Austin has better roads and some twisty areas around but you still have to leave the city if you plan to drive hard. The city is more alive, you get to see people walk around unlike Houston. If you're into music, many concerts usually happen in Austin not to forget the yearly music event.
Drive between the two cities is 2hr30mins and both cities have many great areas surrounding it. It's a hard choice, but city driving in Austin is not that great, it's not too great in Houston either but the roads are spread out more.

For economical reasons, I'd say it's the best. Cheapest housing and most affordable resources. For quality of living, or best all-around for driving, debatably not. Depends on your priorities.

austin and san antonio are really historically rich towns with tons of shit to do between the two cities, which aren't far from each other
and i'm fairly certain that texas has a better economy and cheaper housing averages than those other states you mentioned, and less shitty weather. for example there's no snow or salt in austin or SA, and you wont get cooked like you would in arizona
