We've had these kind of patches for over a year now. A patch where you can win with different tactics, like splitpushing, ratting or being an efficient farmer are never coming back.

I honestly think there's no difference in his game despite the nerfs. His early game took a hit but it just means that he needs a little bit more time before he's really online, and with the map being bigger with more resources, he just needs to stay a few mins more in the jungle and collect some bounty runes and midas a few more creeps before he becomes the cancer we all love and adore again.
