and using frost strike to keep up stacks of the buff

I mean, I have my MW monk and Prot Warrior which I leveled first because I enjoy their play styles.

Now to level a secondary healer for alt raids/loot passing raids for our mains and prefer to have the stronger in the tier.

I know HPal is good right now, but mine's been my main since TBC and taking a break from her from a bit.

Great for solo leveling, especially with looms.
Does well in instances as healer, and since talents/specs are so casul today, you can simply switch to holy anytime.

I mean, it's mostly for loot passing raids for our primary team and helping our secondary teams when people drop out.

the quests scale up to your current level
the weapons that aren't your artifact won't.
Fighting level 110 mobs with a very weapon dependant spec (frost) with weapons that are for 100 is a bad idea.
You don't get your blades of the fallen prince until you're done.

Lmao ofcause they are, the grind isn't my main issue, but compare world quests to the other expands daily hubs, in those hubs, most of the time there was a goal, say; the netherwing daily hub in TBC, in that once you have grinded for months you finally would get the netherwing dragon, there was a clear goal and path to take, world quests in legion is just the same over and over for nothing but gold and AP which scales up to infinite almost.
