Blizzard is still scared because she could be the next Ana with just a little tweaking. Even just having her spread tightened and her damage potential turns into 320 dps. If they make her hack easier to use then she can basically render any hero into a sitting duck for 5 seconds, more than enough time for your team to focus them down in an organized team.

Here would be something that would make a huge dent in the tank meta. A hero that turns a target into a walking deathzone, so the targeted enemy itself won't take any damage, but all enemies near that hero would take significant damage.
