Fresh server isn't upgrading pvp gear until Naxx instead of using the timeline old nost used which was BWL/ZG. This means the ranking and pvp scene will largely be dead since the gear isn't worth grinding for.

Majority of pieces in AQ40 is better than pvp gear. Naxx is much much better than pvp gear, like it's not even close.

Its easier to rank for 3 months and get R14 than wait 2-3 years for that content to come out. Some people enjoy PvP as well and don't want to only PvE. Not really hard to figure out.
