My current theory is that the "canon crew" are the ones who actually do useful shit at the safehouse. Dallas and Hox have the plotting office, Clover does security, Houston has the van, Sydney works on the masks, Chains has the guns, and wolf has the tech room.
everyone who is just dicking around not working in their downtime is out come 3. And wolf, because Muh Ulf.
so, Dallas, Houston, Hoxton, Chains, Sydney, Clover. Everyone else is too busy jacking off or making surfboards or whatever to move forward.
You might notice that's 6. Allows them to tailor a heist to special skills: Hoxton, Houston and Clover for varying levels of stealth, Sydney and Chains for when it's loud. Always Dallas because he's the Red Ranger.
