For you not to use auto-attacks you need a good ability rotation.
That means to always have one out of cooldown.

Ranged ammo is the exact same thing
You consume one arrow/bolt in order to initiate combat but if you only use abilities you won't use any more ammunition.

I measure from the objective perspective where RS manual is a worse version of WoW. You don't even use full rotations when killing shitmobs in WoW anyway so it's extremely confusing how anyone could enjoy or support full manual on slayer shit.
