Not true in the hands of a GP skilled rider. For average track junkie yes it's pretty similar but the lap time differences for a new gsxr compared to one of the early EFI models is night and day when ridden by someone who knows their shit.

Yeah nah its like a second, at most 2 difference and the price difference can be spent on modifications to the older bike to make it superior to the modern bike in every single way.

I am sorry but I am going to have say that you are incorrect. There is virtually zero meaningful differences between older generations and newer generations. Horsepower and torque has remained mostly consistent (+/- 1%) and there have been absolutely zero changes to the geometry of the bike (seat height, wheelbase, clearance, length, width, etc...). The only changes made were cooler looking plastics, electronic power modes, and a slight redistribution of the torque curve to help meet emissions standards (newer gen have more top end versus previous gens having more low end).

I actually don't even think they had traction control or ABS up until the most recent 2017 release

Either way, my point is that $12,000 is completely overkill to destroy cars on that track. It could be done with $2,000. Also I find it interesting that they used a 750 instead of a 1000 which would have had better performance
