Havoc, no contest, you kill almost as fast single target, and almost that same speed aoe, and can heal for days, the tiny bit more dps you get as havoc doesn't even come close to competing

I'd leave Highmountain or Stormheim last, but you should complete the main quests of each zone. Azsuna and Val'sharah are very short.
