If limited to 1 fires, maybe.

3 fires is as deadly as it gets. If you're in a situatiion where you can't put out multiple fires, 4 is already overkill.

If it capped fires at a maximum of two, or halved the duration of 3 or more fires, it'd kinda be worth it. As it is, it's not.
