Keep it between 20-80 while fighting as a rule of thumb. You want to make sure you have enough to eviscerate someone who's about to run away or kick to interrupt a spell, but against simple beasts yeah you can pretty much just SS spam.

From what I understand rogues usually keep SnD up at all times when fighting raid bosses, and it actually forms the bulk of their dps once they start to get beyond prebis weapons.

same with ruthless, 3/3 after you got 5/5 Lethality

this is a OVERPOPULATED PVP server, improved sprint into vanish will save you from TONS of ganks
you will also need the reduced CD on both

try to keep snd up
