If a group of people commits a overproportional amount of crimes, the police may watch a bit more on this group.

This isn't cops pulling people over because they're black, it's just black people getting pulled over because they're breaking the law. Sadly you can't ask the question that really matters without being labelled a racist. Due to that, we're currently in no position to fix this issue any time soon. WHY are black people committing crime at such high rates? It's because many are raised with no respect for authority and a disproportionately low respect for human life. This isn't due to race, it's due entirely to culture. I personally don't like calling it culture because the word culture implies that it has existed for many generations and is deserving of some form of respect. This is neither of those. This "culture" has developed recently over the past several decades and is nothing but promoted violence, disrespect, and ignorance.

Number of people/percentage of people in prison isn't necessarily representative of the rate that they commit crimes because conviction rates differ and juries were/are often biased against black people.

Provide data that black Americans commit traffic violations and other minor things that result in traffic stops more frequently than white Americans. Not data saying they are ticketed more frequently because that could simply be a result of police bias.

When you commit a traffic violations at a higher rate, you are ticketed at a higher rate.

A court is desinged to look if somebody actualy commited a crime, even if it would be slightly biased that wouldn´t explain the about 7 times overproportional amount of blacks in prisons.

It probably didn't help that they were actively discriminated against in law and by individuals until recently. Not a good situation if you want the people to end up having respect for others. Personally I believe everyone should be judged as an individual equally. This way it doesn't matter if the person is some thing or another, they will be treated accordingly to their behavior regardless how many people that are like them do or do not commit the same offenses. Not trying to make an excuse for shitty people, just trying to explain why they are.

That's not discrimination in practice. It's efficient use of resources.

If you patrol area A and B equally for five years and area A is a peaceful rich neighborhood with no issues while area B is plagued by gang related drug problems and shootings, it makes sense to focus resources on area B. Here in Baltimore, it's a joke in the black community to not drive Baltimore County because they're most likely to pull you over for "driving while black". (Baltimore City and Baltimore County are separate zones.)

The real reason is because Baltimore City is more worried about catching drug offenders and murderers than pulling over someone for expired tags. Therefore, you can get away with petty equipment and registration violations as the police won't really bat an eye. Most of their squad cars also lack proper equipment for plate running. Back in my early college days, I ran my Z32 with expired tags for a year in the city.
