Why are you assuming that all coverage is going to be in OVA format? It's called "First and Next Order". Not just "First", not just "Fuyuki". So I think it's going to be a normal series with 12 episodes for Fuyuki and Orleans. 24 if they also plan to include Septem and Okeanos.
