It did get hunks of shit off the road. But it also eliminated a metric fuck ton of great cheap cars that were never hunks of shit. It took those great cars off the road permanently, because they had their engines killed and were marked for restriction from ever being registered again. And as a side effect, millions of used engines that could give life to other cars/projects were disabled beyond repair.
Good goys for buying new cars though.

They need to kill the VIN too in order to prevent laundering of stolen car parts into a new clean VIN. Cash for Clunkers did reduce the opportunities for people doing just that. For example, some stolen car rings operated used car lots. Various car gangs full of dindu or mexicans would steal cars, move the parts onto a scrap car with valid VIN, and then sell the car thru the used car lot.

I used salvaged parts at the used car lot I worked at and it was like Christmas! CFC put lots of organ donors into the Copart auction system and thence to salvage.
I went to the auctions and it was indeed mostly shit that got traded in, but the lot where I worked bought cars with clean paper at auction then used body, interior, suspension etc parts from our salvagebro so it was all win.

Not that many carbed vehicles got the axe because they were long obsolete before CFC, but most yards did and do crush anything over ten years old to make space. THAT'S why you don't see a lot of carbed vehicles like you used to. A lot of them got crushed when scrap was high before the recession. Typical is when a yard has more than 100 hulks they call in a portable crusher if they don't own one and clean house.

Learn how they work. You don't buy for salvage off Craigslist, you fucking buy at auction. Scrap is cheap so organ donor prices are low. You need land, permits, dealer license, to do proper recordkeeping and asset control so you can make money. Cut off all your catalytic converters then lock 'em up until sale so they don't get stolen. Cat buyers use cash and nobody declares that income. There are other tricks of the trade but you really need to work salvage for a while to learn them.

New cars turn into used cars which eventually die and are sold for scrap, impounded, or abandoned then impounded. Dealers adjust inventories nationally by buying and selling at auction. Salvage yards get stock from auctions, towing companies etc.
In the US some outfits with dealer licenses will bid for vehicles at auction as a proxy for a private party. Copart IIRC is the largest auctioneer.

the main problem i had with it was that they would destroy the engine of the car and make it unusable. it was such a waste. people were trading in nearly brand new jeep liberties and they were being sent to the scrapyard. the least they could have done is donate them to charitable organizations or maybe use them to replace aging vehicles in government fleets.
another problem was that it ultimately failed to achieve it's intended goal, stimulating the US auto industry. you can look it up yourself, but the top makes of cars that were sold under this program were asian (honda, toyota), not american.
i think this poor program really just reflects the incredible panic the government was facing at the time and how they probably rushed a solution out the door without much though, just because they were so desperate to get some activity in the economy.
university studies have shown that the program had a net cost of 2000 per car and the average improvement in fuel efficiency was .8 gallons per mile.

A junkyard near me used to have two SVX shells but they were gone when I went a few months ago. I asked my old auto shop teacher about them and he said that years ago he tried to buy both of them when they were still mostly complete but they wouldn't sell him them.

An 82 Mitsubishi Colt or 91 Paseo at their depreciation bottom was close to 10-15% of the MSRP. Looking at more expensive suvs, an 86 Jimmy or 90 4runner was similar. Good luck finding an 03 Sentra or 02 Xterra/Trailblazer/Highlander for 15% of their MSRP.
Much more expensive cars still get heavy depreciation hits, full size lux cars and SUVs, but all the cheap shit somehow grew a higher floor. I wonder when it will change, because when prices of cheap cars remains the same from after the first depreciation hit through when it should floor (3-15 years) who in their right mind would pay the same for an older higher mileage car.

In my dad's junkyard, the engine and transmission are the only thing that really matter. The rest of the vehicle either sits for a while or we scrap it almost immediately after removing the engine and transmission.
