Has this ever been done before? I saw some guide on Reddit and apparantly there's an awesome trick you can do to get all of Austria if you play Germany. Pretty neat, I didn't have to cheat much to do it either!

I find it kinda interesting. It turns the literally SHIT TIER nations into actually pretty good contenders although I wish more of their borders conflicted so we could see constant war.
I tried it once while playing as the USA and it was pretty cool seeing the south american countries actually doing shit and watching how they just battle it out.

The map files need to align with each other perfectly so even if you didn't make any changes to rivers.bmp chances are you made other changs that caused it and provinces.bmp to no longer match each other pixel by pixel. Check for bad pixels, i.e rivers going where no rivers should be or the other way around.

The problem is they don't rise to the heights they historically did and they don't get blown the fuck out as they historically did. In reality Europe coalitioned them and fought them out of Vienna, but in the game they just stall at Bosnia/Bulgaria.

Get any non-shit image editing tool, both GIMP and Paint.NET are free, the latter is easier to use. You should have done this from the start since the .bmps should always be edited and then saved as a 24bitmap .bmp to prevent data loss, paint cannot do this.
Open both pictures in separate layers and just tweak the opacity to make one transparent enough to see the others, then temporarily paint the provinces.bmp in the same colour so it'll be easier to see any irregularities.
