DE for sure if it's a dedicated Belfast captain. The per-shell fire chance is quite low. If you want to buff your AA, I'd recommend AA Guns Mod2 + MAA. This has the additional benefit of carrying over to the tech tree ships.

The faster you can light a fire and switch to AP the better. If it's a dedicated Belfast captain, it's DE no question. Any BB dumb enough to give you a broadside should be taking 5k+ damage salvos of AP from you every 7 seconds. And they're typically really dumb.
