You're only supposed to use it when they're not expecting it. Genji is not a frontline DPS; stop playing like one. Reaper is a nonissue most of the time, just go for the healers and other squishies who can't really defend themselves.

Any cooldown reduction is a good thing. It'll make the timing of her play style much smoother.

As Genji jump into large groups of enemies when no friendlies are around and try to get a solo team wipe. If there are friendlies around you stand as far away from the action as you possibly can spamming m1. Blame your healer when you inevitably die.

Ice walls are your friends. It doesn't matter how many friendlies you block, if your ice wall isn't on cooldown 100 % of the time you're doing it wrong.

Sombra is just useless so it doesn't really matter what you do.
Even when you play her well you're still gonna be a detriment to your team, but she's getting a buff soon so that might change.

mccree is impossible to balance because if you make him better than soldier nobody will use soldier but if you make soldier better than mccree there's no point in ever using mccree

both do the same thing and soldier provides better utility and flexibility, you can't have mccree and soldier exist in the same universe and expect similar usage rates, one is going to be overwhelmingly better than the other.
