means there's nothing to recover, it's a recent mechanic and it only works for tanks sold post patch 9.17, also I believe you can only recover tanks for 30 days after selling them, then they're gone forever unless you haven't wasted your 1 (one) costumer support ticket to get one vehicle back that was sold whenever
you can only recover tanks you have sold the last 2 month or so
they added that feature just a few patches ago

You can understand it but that doesn't mean it isn't retarded especially if arty stalks one specific person. How does artillery improve the game experience for anyone? It sure as hell doesn't make it dynamic since anyone out in the open is going to die quickly to artillery regardless of their armour.
Unless it's one of the autoloading french artillery, it is incredibly easy to not get hit by artillery.

I play arty, it isn't my main choice, but I play it and holy fuck it is easy. Anyone who thinks arty is a meaningful class is retarded. I literally just blindly move around the map killing opportunity targets and get 2-3 kills on average. I'm a fucking red and I outperform most arty players.

But anyways, if you're in your tank and you see an explosion caused by artillery, that generally means they've got a 30+ second reload. That's 30 seconds to move up.

Light tanks are also small in nature and fast, making them the most difficult type of tank for artillery to hit.
